Taxi from JFK to Tribeca, Flat Rate
The flat-rate question, answered honestly: for a taxi, the JFK-Manhattan flat fare governs, and for a booked car, the $65 economy fare genuinely applies.

The run, priced honestly
JFK to Tribeca is roughly 20 miles, via the Van Wyck Expressway and the Brooklyn-Queens Expressway into Lower Manhattan, roughly 45 minutes clear and 1 hour 15 minutes or more in traffic. The worked taxi meter on that distance is $73.00 ($3.00 plus $0.70 per fifth of a mile), before tolls, surcharges, and tip, but that meter figure is not the taxi fare for this trip, because taxis from JFK to Manhattan run on a flat fare, not the meter. The taxi flat fare is $70, plus $0.50 MTA surcharge, $1.00 improvement surcharge, $2.00 JFK airport access fee, $2.50 state congestion surcharge, and $0.75 congestion-pricing toll, for $76.75 in total, or $81.75 during weekday rush hours from 4 p.m. to 8 p.m., when a $5.00 rush surcharge applies, before tip and tolls.
Your options, compared
For a booked car, the answer is different and genuinely applies here, because Tribeca is in Manhattan: the JFK-Manhattan booked-car economy fare is $65, fixed in writing before travel, with flight tracking on the pickup. Your options, compared honestly: a booked car at $65 is door to door with a fixed total, a taxi at $76.75 or $81.75 is metered-flat from the JFK stands, and transit is cheapest, AirTrain JFK to Jamaica plus the subway into Lower Manhattan, roughly 1 hour to 1 hour 15 minutes, for $11.75 in total.
